Who it's for
Public administration that works digitally, and knows the procurement rules.
The department head starts the week with a committee meeting in EU Meet, EU Recap takes the minutes, and the list of resolutions becomes tasks in EU Flow. The team can see who's responsible for which matter without having to ask.

One DPA instead of many individual services
The daily reality today
What hurts right now.
Public administrations, municipal bodies and public authorities face a specific problem: many tools that are taken for granted in the private sector fail because of procurement law, accessibility obligations, or the requirement for on-premise operation. Procurement must follow the EVB-IT contract framework or existing framework agreements. Data protection officers require hosting in Germany or in the authority's own data centre. Digital accessibility under BITV 2.0 has been mandatory, not optional, since 2021.
The products
What you need from it.
Committee meetings, citizen enquiries and team coordination by video with EU Meet, on servers in Germany, with accessibility under BITV as the goal.
Meeting minutes are created automatically and approved by the clerk, legally archivable under the states' archive laws.
Case management with deadlines, responsibilities and escalation levels, compatible with the authority's filing plan.
Internal guidelines, instructions and decision templates, centralised and versioned, with an access log for audits.
Personnel file and absence management for civil servants and public sector employees, entirely on German servers.
Official communication in closed channels without WhatsApp and without a US messaging service, with a logging option for audits.
In practice
Four workflows from your day.
- 01
Committee meeting and minutes
The town council meets. Members join via EU Meet, and EU Recap takes the minutes. After the meeting, the clerk reviews the draft, adds the voting results and approves the minutes. They're archived in EU Notes and immediately available to authorised members, with no PDF attachment by email.
- 02
Case handling with a deadline
A citizen's application comes in. The responsible caseworker creates a case with a statutory deadline in EU Flow, assigns it to a colleague and sets a reminder. The department head sees all open cases at a glance. A traffic-light colour shows the deadline status.
- 03
On-premise operation in the municipal data centre (planned)
Planned, not yet available today: the municipal data centre runs EU Suite on its own servers. Updates are installed manually, and the data never leaves the building. The configuration follows the authority's IT security concept. EU Suite supplies the deployment package; support runs through a German partner.
- 04
Accessible meeting documents
The accessibility unit checks a new template in EU Notes. The system flags missing alt text and insufficient contrast ratios directly in the editor, before the template is published.

Legal position
Legal framework for public administration
- The Accessibility Strengthening Act and BITV 2.0 have obliged federal authorities since 2021, and state authorities under the respective state BITV implementations, to provide digital accessibility to WCAG 2.1 AA. EU Suite is built to WCAG 2.2 AA.
- Procurement in public administration must follow the EVB-IT contract framework (for IT services and software) or existing framework agreements. EU Suite provides EVB-IT-compliant contract documents.
- Procurement law (GWB, VgV, UVgO) applies above the EU thresholds; below that, the states' budget regulations apply. EU Suite supports procurement documentation with a price sheet that has no hidden items.
- The states' archive laws oblige authorities to permanently retain certain documents; EU Suite exports documents in archive-ready formats (PDF/A) and supports audit-proof logging.
- For security-critical authorities, an on-premise installation may be required, where no data is transferred to external services. On-premise operation of EU Suite is planned, but not yet available today.
- The BSI IT-Grundschutz framework and the BSI's C5 criteria form the technical reference framework; EU Suite does not hold a C5 attestation and has no ongoing audit process, C5 is a goal.
